New Statutory Boards To Sharpen Focus On Skills And Employment

The Singapore government will be forming two new statutory boards to drive the national SkillsFuture initiative as well as ensure competitiveness and quality jobs for Singaporeans.

The two new statutory boards will be known as SkillsFuture Singapore as well as Workforce Singapore. The SkillsFuture Singapore statutory board will take over some of the functions of the former Singapore Workforce Development Agency (WDA) as well as absorb the Council for Private Education statutory board, while WDA will henceforth be reconstituted into a new statutory board called Workforce Singapore. SkillsFuture Singapore will be under the Ministry of Education (MOE) while Workforce Singapore will remain under the Ministry of Manpower (MOM).

SkillsFuture Singapore’s mission will be to drive and coordinate SkillsFuture, and promote a culture of lifelong learning in Singapore. It will maximise synergies between pre-employment and continuing education and training. This statutory board will also work with educational institutions and training partners to build a vibrant landscape of high-quality, industry-relevant training. Workforce Singapore on the other hand will be helping Singaporeans take on quality jobs and careers. In particular, it will seek to strengthen the Singaporean core and promote the development, competitiveness, and employability of the Singapore workforce, with good matching of manpower supply with industry demand.

Mr Tharman Shanmugaratnam, Deputy Prime Minister & Coordinating Minister for Economic and Social Policies said the reorganisation will enable each organisation to focus on its key mission and the nation’s priorities for the future, which is SkillsFuture and quality jobs for Singaporeans.

The statutory boards are expected to be established by the end of 2016, subject to the completion of the necessary legislative processes.
